These measures include: Avoidance: The first step in the mitigation hierarchy is to avoid or minimize impacts on biodiversity by selecting alternative project locations or designs that have fewer negative effects on ecosystems and species. Minimization: If avoidance is not possible, the next step is to minimize the impacts on biodiversity.
